The Program Cost, Scheduling, & Control Specialist is an individual contributor position who will report to the Production Operations Finance Manager at United Launch Alliance s rocket factory and will be responsible for some or all of the following:
Plans, prepares, issues and controls project management schedules.
Coordinates with appropriate functions to ensure successful completion to support production requirements
Advises management of the status of work in progress, material availability, and potential production problems to ensure that personnel, equipment, materials and services are provided as needed.
Schedules equipment and personnel, confirms material supply and demands.
Coordinates interdepartmental activity with quality assurance, manufacturing, purchasing, engineering, inventory control, traffic, etc; schedules and expedites the movement of parts by means of move orders, stock transfers and requests for shipping orders.
Monitoring and controlling costs and schedules within a cost control system.
Assisting with development of quarterly Estimate At Complete (EAC) evaluations.
Prepare monthly and quarterly financial reports with variance analysis for both program management and for consolidation into monthly and quarterly program reviews.
Prepares budgets and schedules for contract work and performs and/or assists in financial/schedule analyses such as funding profiles, critical path, schedule margin, and variance analysis, negative float resolution, and schedule integration/risk assessment desired.
Performs schedule risk assessments to identify and mitigate program cost and scheduling risks.
Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding.
Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
Work closely with Control Account Managers (CAMs) by preparing variance analysis and identifying problem impact and corrective actions
Develop and deliver periodic and ad hoc reporting and analysis, both financial and operational, supporting management decision making and performance measurement.
Provides general project management support to Production Operations.

Production Operations Finance team members will learn and be mentored by a small team of experienced professionals and the team lead. On-going professional growth is expected and will include exposure to various areas of Finance within Production Operations. A successful team member will rotate to other assignments to facilitate their growth and provide new insights to the enterprise.

External Additional Requirements

* Bachelor's Degree from an accredited university in Finance, Accounting or a related discipline and related experience in Finance (Scheduling or Budgeting role). Four years of directly related exempt work experience may be used to satisfy the bachelor s degree requirement.

* 4-8 years of related experience in Finance (Scheduling or Budgeting role)

* Proficiency in the MS Office software suite and the ability to quickly learn other tools

* Demonstrated leadership qualities in outside activities - outside organizations or college coursework projects

* Proficiency in the MS Office software suite and the ability to quickly learn other tools

* Knowledge or experience with Microsoft Excel

* Applies conventional approaches to resolve moderately complex problems

* Strong verbal and written communication skills

* Must be able and willing to work overtime to support operations

External Preferred Qualifications

* The ideal candidate should be passionate about the use of technology to solve business problems, including a strong proficiency in MS Excel, notably pivot tables, formulas, charts, and macros.

* Strong verbal and written communication skills, with proven ability to communicate with all levels of management

* Demonstrated leadership qualities in outside activities, outside organizations or college coursework projects

* Demonstrated ability to think independently and apply proactive behavior to business situations

* Earned Value Management Reporting experience

* Professional experience in Project Management

* Professional experience with scheduling tools such as Open Plan Professional, Cobra, Cognos, Project/PowerPoint.

* Professional experience with an ERP system such as Orbits, SAP, etc.

* Strong analytical and problem solving skills; thinks independently

* Demonstrated ability working on teams in a very dynamic environment

* Key personal characteristics include: motivation; attention to accuracy; ability to multi-task in a fast paced environment; drive to meet deadlines; ability to deliver a clear/concise message to management based on facts and data; and ability to work as a member of a team

* Industrial engineering experience and/or experience with performing time studies

The employee is regularly required to prioritize, multitask, analyze, interpret, coordinate, compile, evaluate, synthesize, compute, problem solve, concentrate, and think critically. The employee is occasionally required to copy, instruct, and negotiate.

Judgment and Decision-Making: Work is regularly assigned by self, supervisor, and departmental staff. While performing the duties of this job, the employee is regularly required to exercise prudent judgment, decision making, and analytical skills to determine manner and operational steps necessary to properly handle inquiries and perform daily tasks within professional standards. Decision making is guided by ULA policies and procedures.
